The interaction between orcas, harbor seals and salmon is part of a larger, complex food web. In some areas, the orca and seal compete for salmon. There are Southern Resident whales whose primary food source is salmon. This population is in dire straights as salmon populations have plummeted. There is much controversy about seals being treated as the scapegoats because their populations have increased which leads to more salmon consumption.
